What I/Q samples are is well beyond what I wish to describe here, but let it be said that practical hardware design concerns make I/Q data the critical for signal processing. The DVB-T dongles can provide a critical component of a cheap SDR, since the chip allows transferring the raw I/Q samples to the host.
